Education and training in Kuwait

Two ministries and a private universities council

The Ministry of Education runs public schools and supervises private schools. Higher education sits with the Ministry of Higher Education: Kuwait University and the Public Authority for Applied Education and Training (PAAET) are the main public providers, and private universities are licensed through the Private Universities Council.

Arabic private schools and foreign schools

Private education in Kuwait spans Arabic private schools that follow the national curriculum and foreign schools teaching American, British, IB, Indian and other programmes. Many families move between Arabic and English every day, so grade reports, messages and fee notices need to read well in both.

Blended learning and Kuwaitization

Schools and universities in Kuwait moved to online teaching during the COVID-19 closures, and the experience made online homework, exams and parent contact a familiar part of school life. Employers work under Kuwaitization policies that set targets for hiring Kuwaiti nationals, particularly in the public sector and banking, so onboarding and training records are a regular HR task.

How Ilmoria fits institutions in Kuwait

  • Arabic and English for families

Every screen works in Arabic and English, and Arabic is fully right to left. Parents choose their own language, and teachers' words are never auto-translated. See the bilingual interface.

  • Fees parents can see

Invoices and receipts are issued per student, with methods such as cash, bank transfer, card, cheque or online, and statuses including unpaid, overdue, grace period and hold. Parents see and print them in the parent portal and raise payment questions in a dedicated conversation category.

  • Online exams with integrity checks

Each attempt gets an integrity score from browser events such as leaving the tab, and suspicious attempts are flagged for teacher review. Randomised questions, time limits and attempt limits are set per quiz or exam.

  • Several schools under one owner

Owners running Arabic and foreign schools side by side keep each school's branding, users and data separate, with central reporting for the whole group.

  • Training for Kuwaiti hires

Companies assign onboarding and compliance courses, follow completion per team and issue certificates with QR verification, giving HR clear records for national workforce programmes.

Data protection: what to check

Kuwait's main data privacy rules today come from the Data Privacy Protection Regulation No. 26 of 2024, issued by the Communication and Information Technology Regulatory Authority (CITRA). It applies to licensed communication and IT service providers and centres on explicit consent, clear purposes and letting people correct or delete their data. Schools and companies should also check sector rules and their contracts, then review consent, staff access, retention and any transfer of data outside Kuwait. Ilmoria provides tools that help: consent records, role-based access, audit trails, and data export and deletion on request. We make no compliance claim and do not promise hosting in Kuwait; talk to us about your hosting-region requirements and see our security overview.

Questions buyers ask

Does Ilmoria suit Arabic private schools as well as foreign schools?

Yes. Arabic private schools can run the whole school in Arabic, right to left, while foreign schools work in English, and every user can switch language. You build your own grade levels, sections, courses and units, so the national curriculum and international programmes fit the same structure. Each school in a group keeps its own branding and data.

Can parents pay fees through Ilmoria?

Parents can view and print every invoice and receipt in Ilmoria, and online payment works once a payment gateway is connected for your school. Gateways are set up on request, so tell us which local provider you use. Staff can also record cash, bank transfer, card and cheque payments, with statuses such as overdue, grace period or hold.

How does Ilmoria help keep online exams fair?

Ilmoria gives every exam attempt an integrity score based on browser events, such as a student leaving the tab, and flags suspicious attempts for the teacher to review. Teachers can also randomise questions, set time and attempt limits, and hide results until after the deadline. Final exams need approval before grades are released, and students never see the answer key.

Can we move our data from our current system?

Yes. Users, courses and grades can be imported and exported as CSV files, which covers most moves from another LMS or a spreadsheet-based setup. Enterprise plans add a REST API and webhooks for ongoing connections. Plan the move around the academic calendar, ideally between semesters, so teachers start the new term on one system.
